* The MHIP will cover the H1N1 vaccine once it is approved by the Centers for Disease Control (CDC) and the Food and Drug Administration (FDA) and is available to the general public. We will inform our enrollees when more information becomes available.
The Missouri Health Insurance Pool will be holding the annual meeting Thursday, July 16 at the InterContinental hotel at the Plaza. The public is welcome to attend after 9:30am.
HCTC Update: March 4, 2009:
The tax credit is increasing from 65% to 80% of qualified health insurance premiums. If you are a monthly HCTC participant, the 80% tax credit amount will be reflected on your HCTC invoice beginning in April 2009.
Newly-enrolled participants will soon be able to receive a credit on their HCTC account for qualified health insurance payments they paid while enrolling in the monthly HCTC Program. The HCTC Program will begin offering this option in August 2009.
The HCTC will be available to your family members for a longer period of time. Beginning in January 2010, qualified family members may continue receiving the HCTC for up to 24 months after the primary eligible individual is no longer receiving the HCTC due to certain life events, including:

Enrollment in Medicare
-
Divorce
-
Death
* Effective 1/1/2009, the prescription drug benefit will be administered by Catalyst Rx. Information regarding this change will be included in the open enrollment packets and should be sent to MHIP current enrollees the week of 11/24/2008.
Effective 1/1/09, agents/brokers will be paid a fee of $150 for new MHIP applications that are submitted, approved and remains an active member for a minimum of 60 consecutive days.
* MHIP is now the state qualified HCTC (Health Coverage Tax Credit) plan.
The HCTC is a federal tax credit that pays 65% of qualified health insurance premiums for eligible individuals and their family members. If you are eligible, the HCTC is available to you monthly as premiums become due, yearly when you file your federal tax return, or a combination of both.
The Congress created the HCTC Program to help:
-
workers who lost their jobs due to trade and qualified for Trade Adjustment Assistance (TAA) or Alternative Trade Adjustment Assistance (ATAA)
-
retirees, over age 55, whose pensions were taken over by the Pension Benefit Guaranty Corporation (PBGC)
The HCTC legislation also provided that family members of these trade-affected workers and retirees can receive the tax credit.
Individuals eligible for state-based continuation coverage should contact their current health plan for information.

Effective January 1, 2008 new legislation implemented important provisions to help reduce the number of Missourians without health insurance through portability and fairer tax treatment among all consumers of health care. The legislation formally designated MHIP as a HIPAA-qualified pool, and the State Alternative Mechanism for the state residents whom qualify as a federally defined Health Insurance Portability and Accountability Act of 1996 (HIPAA) eligible individual. The bill also designates the MHIP as a qualified coverage option under the Trade Adjustment Assistance Act (TAA). This designation provides a tax deduction for all Missourian for health insurance premiums included in their federally adjusted gross income.
